… the ecological university deeply networked to the society around it …

A university is an institution that takes shape over generations, sometimes hundreds of years. I am both blessed and burdened by the responsibility of being present in these early days of the Darjeeling Hills University. What is, to borrow Heidegger’s words, its ‘being possible’? This is something that preoccupies me. As the fledgling DHU emerges, I have been living out of a suitcase ever since I left London and officially entered Mungpoo on the 24th of March.

On the 23rd the university had a meeting with the GTA Chief Executive, the District Magistrate, Darjeeling, the Vice-Chancellor of North Bengal University, its Registrar, the Controller of Examinations, our faculty teaching online classes and other colleagues who have been involved with DHU. Some important issues regarding progress (and in some cases, the lack thereof) were discussed.

The proposed logo for DHU—reflective, we hope, of the ethos of the hills—has been designed and we are pushing through the clearance required for it to be officially utilised. Recruitment of an interim administrative cadre is also in the pipeline, which we expect to be functioning fully and independently in a few weeks. In the meantime, North Bengal University continues to provide us with crucial and invaluable support, especially in teaching.

An interaction with Principals of colleges in the hills brought out their enthusiasm for strengthening DHU in ways we will continue to explore, expressly when the formal affiliation of colleges ensues.

We have in the last few days also had productive and encouraging meetings in Kolkata with a number of Secretaries in the Department of Higher Education. A clearer pathway for development of the campus is now visible, and our upcoming meeting with the Executive Engineer of PWD will allow us to examine the proposed plans in more detail.

We would at the same time seek patience from our people in the Darjeeling and Kalimpong districts in this necessarily gradual process of founding and unfolding of an institution that promises nothing less than a transformative change, not just for our future scholars and academicians but also for society, the economy and our self-image at large.

एक परितन्त्रीय बिश्वविध्यालय जस्को सञ्जाल समाजसित गहिरो प्रकारले जोडिएको छ।

बिश्वविध्यालय एउटा यस्तो संस्थान हो जस्लाई आकारलिन धेरै पिडीको समय लाग्छ, कोई बेला सयौं बर्ष।मलाई,दार्जीलिङ हिल युनिभर्सिटी स्थापनाको शुरुवाती दिनमा आफुलाई पाउँदा त्यो सौभाग्य साथै दायित्वको बोझ पनि छ । जर्मन् दार्शनिक हाईडेगरका शब्दमा भन्नु हो भने ‘यो सम्भव छ?’यही सोँचले हाल मेरो मष्तिष्क ओगटेको छ।एकातिर एउटा अनुभवहीन डी०एच०यु० देखापर्ने अवस्थामा छ भने अर्कोतिर लण्डन छाडेदेखि जब म आधिकारिक रुपमा २४ मार्चको दिन मङ्पु पुगें, मेरो दैनिकी एउटा सुटकेसको भरमा चलिरहेछ।

२३ मार्चको दिन विश्वविध्यालयले जी०टि०ए० प्रमुख, दार्जीलिङका जिल्लापाल, उत्तरबंगाल बिश्वविध्यालयका उप- कुलपति,रेजीस्ट्रार,कन्ट्रोलर अफ इक्ज्यामिनेसन, अनलाईन क्लास लिइरहेका हाम्रै फ्याकल्टीका सदस्यहरु अनि डी०एच०यु०सित सम्बन्धित फ्याकल्टीका अन्य सदस्यहरुलाई लिएर एउटा सभा भयो। डी०एच०यु०को आजसम्मको प्रमुख मुद्दा सम्बन्धी भएको प्रगती (अनि कतिपय पक्षमा त्यस्को अभाव) बारे महत्वपूर्ण चर्चा भयो। हाल डी०एच०यु० मङ्पु सिन्कोना बगानको भष्मेमा अवस्थित आई०टी०आई० भवनमा सञ्चालित छ। डी०एच०यु०को आफ्नै भवन निर्माणको काम सिद्धिएपछि हामी जोगीघाट क्याम्पसमा सरुवा हुने छौं जो रेसेप बजार देखि लगभग ७ किलोमीटर टाडामा हाल निर्माणाधीन अवस्थामा छ।

पाहाडको विशेषता र संस्कार आसाअनुरुप प्रतिबिम्बित गर्ने प्रकारको डी०एच०यु०को प्रस्तावित लोगो रेखाङ्कन गरि त्यस्लाई आधिकारिक रुपमामा प्रयोग हेतु चाहिने आवश्यक अनुमोदनको निम्ति पठाउने तैयारी चलिरहेछ।बिश्वविध्यालयको अन्तरिम प्रशासनको निम्ति आवश्यक कर्मचारी नियुक्ति हाम्रो भावी आवश्यक्ता छ अनि केही सप्ताह भित्र डी०एच०यु० पूर्ण अनि स्वाधीनरुपले सञ्चालनमा आउने हाम्रो विश्वास छ। त्यतिञ्जेल, विशेष गरि, शिक्षणको निम्ति आवश्यक अनि महत्वपूर्ण सहयोगिता उत्तर बंगाल बिश्वविध्यालयले हामीलाई उपलब्ध गराउने छ।

पाहाडका महाविध्यालयहरुसित भएको अन्तरक्रियामा डी०एच०यु०लाई सशक्त बनाउने विषयमा,विशेष रुपले जब पाहाडका कलेजहरु डी०एच० यु०सित सम्बद्ध (affiliated) हुनेछन् सोचेर उनीहरुको उत्साह स्पष्ट थियो।

केही दिन अघि कलकत्तामा उच्च शिक्षा विभागाका सचिवहरुसित उत्साहवर्धक अनि फलदायक चर्चा भयो। बिश्वविध्यालय क्याम्पसको विकासको अब हामीसित खेस्रा स्पष्ट छ।पी०डब्लु०डी० विभागका कार्यकारी अभियन्तासित हुने आगामी सभामा त्यो परियोजनाको प्रस्तावना अझ बिस्तरित रुपमा विचरण हुने छ।

दार्जीलिङ अनि कालेबुङ पाहाडका जनतासित हामी सयंको आसा राख्छौं- विशेष गरि यस्तो समयमा जब एउटा यस्तो संस्थान स्थापनाको दिशामा अग्रसर भइरहेछ जसले समाजमा परिवर्तन शिक्ष्यार्थीहरुको निम्ति मात्र नभएर समाज, अर्थनीति साथै हाम्रो क्षविमा समेत ठुलो परिवर्तन ल्याउन सक्षम हुने छ।
