As per the Preamble of its founding legislation, Darjeeling Hills University was established to promote advancement and dissemination of knowledge and learning, and extending higher education, to serve the society and nation. Furthermore, the State Education Policy 2023 of the West Bengal Government plans to place special emphasis on enhancing the educational attainment of students in the region by, among other initiatives, augmenting the educational infrastructure. This education policy also places great concern on the betterment of education for children of workers in the tea growing areas of the region, along with the need to enroll more women into the education system due to the low score of the region on the Gender Parity Index. While Darjeeling District does comparably better and leads in West Bengal (apart from Kolkata) in terms of Gross Enrollment Ratio, the score is still well below forty percent. Although not strictly related to university-level education, it is worth pointing out that Darjeeling and Kalimpong Districts rank last on the Ministry of Education’s District-level Performance Grading Index.

The establishment of Darjeeling Hills University is certainly not the overarching solution to these issues of considerable concern. However, with meaningful intent and fortitude that is characteristic of people in this region, Darjeeling Hills University will endeavor to not be part of the problem. The university has more than its fair share of tribulations, and is presently in the process of coming into being, but it is on the right track to eventually fulfilling its intended objectives—promoting advancement and dissemination of knowledge and learning, and extending higher education, to serve the people of the region.

विश्वविद्यालय संस्थापन कानुन अनुसार, दार्जीलिङ पार्वत्य विश्वविद्यालयको स्थापना समाज र राष्ट्रको सेवाभावले ज्ञानको प्रसार अनि सिक्ने प्रवृत्तिलाई प्रेरित गर्ने साथै उच्च शिक्षालाई विस्तार गर्नको निम्ति भएको थियो। यसका साथै राज्य शिक्षा नीति २०२३ पश्चिम बंगालको योजना र अन्य पहलहरूसँग शैक्षिक अवसंरचनामा वृद्धि गरेर यस क्षेत्रमा विद्यार्थीवर्गको शैक्षिक उपलब्धिमा वृद्धि गर्न विशेष प्रयोजन रहेको छ। यस शिक्षा नीतिले चिया उत्पादन क्षेत्रका श्रमिकहरूका नानीहरूका शिक्षालाई गुणस्तरीय बनाउन धेरै चिन्ता रहेको व्यक्त गर्दछ, साथै लिंग समानता सूचकांक अनुपात अनुसार धेरैभन्दा धेरै नारीवर्गलाई अवसर प्रदान गर्ने उद्देश्य रहेको छ। यद्यपि तुलनात्मक दृष्टिले दार्जीलिङ जिल्ला सकल नामांकन अनुपात अनुसार पश्चिम बंगाल (कोलकोता छोड़ेर) तुनात्मक रूपले राम्रो देखिन्छ, अंकतालिका अहिले पनि चालिस प्रतिशतभन्दा मुनि छ। जे होस्, विश्वविद्यालय स्तरको शिक्षा दृढ़तापूर्ण रूपले सम्बन्धित नभए तापनि ध्यान दिन योग्य कुरा के छ भने दार्जीलिङ जिल्ला र कोलेबुङ जिल्ला शिक्षा मन्त्रालयको जिल्ला-स्तरीय प्रदर्शन सूचकांकमा अन्तिम स्थानमा देखिन्छ।

दार्जीलिङ पार्वत्य विश्वविद्यालयको स्थापना यी महत्वपूर्ण समस्याहरूको समाधान त पक्कै होईन। तर, यस क्षेत्रमा रहेका व्यक्तिहरूको उद्देश्यपूर्ण र धैर्यतासँगै, दार्जीलिङ पार्वत्य विश्वविद्यालय समस्याको हिस्सा बन्न प्रयास गर्नेछैन। विश्वविद्यालयले धेरै समस्याहरू भोगिरहेको छ र अस्तित्वमा आउँदैछ, तर सही बाटोमा छ र अन्ततः यसको लक्षित उद्देश्यहरू—ज्ञान र अध्ययनको प्रगति र प्रचार, र उच्च शिक्षा प्रदान गर्ने दिशामा अघि बढ़िरहेको छ।
